Purchase of bid Document
For each bid, PTT specifies duration and period of bidding document sale. Each bid varies and details are included in announcement of procurement.
Each vendor is required to read carefully regarding date, time and place of purchase, especially the last date of purchase.
Bid Documentation
Additional document to be submitted along with bid :
First and foremost, in the evaluation of bids, PTT shall consider the condition, detail and qualification and conditions offered by vendors if they comply with the specifications stated in bid document. PTT will not consider the bid price should they do not comply with PTT’s requirement. Therefore, separate envelopes of document must be prepared for submission. The details are as follow:
- A bid offer with detail of price make-up in an envelop
- Supplementary document e.g. sample, catalog, technical detail, copy of portfolios and other commercial document in an envelop. The bidders should furnish the following document.
- Bid by a shop, document should contain a signed copy of VAT registration form and commercial registration together with seal (if any) 2.2. Bid by a company or a limited partnership in Thailand, document should contain a company or a limited partnership affidavit issued within six months before submission. If the submitted documents are not original, the copy must be signed by authorized persons together with company seal.
- Bid by juristic persons (a company or a limited partnerships registered outside Thailand), documents must contain a letters from Thai embassy, Thai consulate, or Commerce Ambassador certified the registration and objectives and juristic power of juristic persons. Bidders must not have a special privilege or immunity with which to be refused being taken to a Thai court, or if the bidders have such privilege or immunity certifies that such privilege or immunity has been waived. The signature and copy of passport of authorized person is required.
- If the juristic persons authorized representative to sign the bid and/or submit the bid, a letter of power or attorney specifying authorization clearly is needed.
- A signed copy of identification card of a duly authorized person (in case the juristic person signs a bid) or a signed copy of identification card of an appointor and a signed copy of identification of appointee (in case of issuing power of attorney)
- A copy of VAT registration (if any)
Submit the price envelope
Date and time to submit bid is included in announcement of procurement depending on each project. Vendor must submit bid as specified only.
Result follows-up
Vendor can check the status of bid opening in the website,
please click procurement result.
Bid clarification and site visit
It is required for the bidders to study the condition stated in the bidding announcement and bid document regarding meeting schedule for bid clarification and place. In some cases, PTT reserves the right to abstain the right of vendor from bidding if the company is not present at the clarification meeting or at the site visit.
The vendor needs to submit below document to PTT on the day of bid clarification/explanation in case a person duly authorized is not available.
- A letter of Power of attorney with a clear indication to authorize the person to attend the clarification meeting
- Signed copies of identification of appointor and appointee

ผู้ค้าต้องทำการศึกษาข้อกำหนดของงาน และเงื่อนไขทั่วไป ที่อยู่ในแบบรายการละเอียด ให้เข้าใจก่อนทำการจัดเตรียมเอกสารประกอบ การยื่นซองเทคนิค การพิจารณาซองเทคนิคของผู้ค้านั้น ปตท. จะพิจารณาเงื่อนไข รายละเอียด คุณสมบัติ ข้อกำหนดต่างๆ ที่ผู้ค้าเสนอมาว่าเป็นไปตามที่ระบุไว้ในแบบรายการละเอียดหรือไม่ ถ้าไม่เป็นไปตามที่ระบุไว้ ปตท. จะไม่พิจารณาให้เข้าร่วมเสนอราคาในวันประมูลทางอิเล็กทรอนิกส์ การจัดทำซองทางเทคนิคจะประกอบด้วย
ซองเอกสารหลักฐานต่างๆ เช่น รูปแบบ ตัวอย่าง แคตตาล๊อก ข้อเสนอทางด้านเทคนิค สำเนาหนังสือรับรองผลงาน หรืออื่น ๆ และเอกสารหลักฐานของร้านหรือบริษัทหรือห้างหุ้นส่วน ดังนี้
- กรณีเป็นร้าน ให้แนบสำเนาใบทะเบียนภาษีมูลค่าเพิ่มและ/หรือสำเนาใบทะเบียนพาณิชย์ พร้อมทั้ง ให้เจ้าของหรือผู้จัดการร้าน ลงลายมือชื่อรับรองสำเนาถูกต้องและประทับตรา (ถ้ามี) ของร้าน ด้วย
- กรณีเป็นบริษัทหรือห้างหุ้นส่วนที่จดทะเบียนในประเทศไทย ให้แนบหลักฐานหนังสือรับรองการจดทะเบียนของกระทรวงพาณิชย์ที่มีอายุไม่เกิน 6 เดือน นับถัดจากวันรับรองจนถึงวันยื่นซองใบเสนอราคา และหากหลักฐานดังกล่าวไม่ใช่ต้นฉบับ ผู้มีอำนาจลงนามผูกพันบริษัทหรือห้างหุ้นส่วนจะต้องลงลายมือชื่อรับรองสำเนาถูกต้อง และประทับตรา (ถ้ามี) ของบริษัทหรือห้างหุ้นส่วนด้วย
- กรณีเป็นบริษัทหรือห้างหุ้นส่วนที่จดทะเบียนในต่างประเทศ ให้แนบหนังสือรับรองของสถานทูตไทย หรือกงสุลไทย หรือทูตพาณิชย์ไทย รับรองการจดทะเบียน วัตถุประสงค์ และอำนาจในการทำนิติกรรมของนิติบุคคลนั้น ตามกฎหมาย ของประเทศที่นิติบุคคลนั้นก่อตั้ง และจะต้องไม่เป็นผู้ได้รับเอกสิทธิ์หรือความคุ้มกันซึ่งอาจปฏิเสธไม่ยอมขึ้นศาลไทย เว้นแต่รัฐบาลของผู้เสนอราคานั้นได้มีคำสั่งให้สละเอกสิทธิ์และความคุ้มกันเช่นว่านั้นแล้ว พร้อมแนบตัวอย่างลายเซ็น และสำเนาพาสปอร์ต ของผู้มีอำนาจลงนาม
- ในกรณีที่ผู้มีอำนาจลงนามผูกพันร้านหรือบริษัทหรือห้างหุ้นส่วนมอบอำนาจให้ผู้อื่นเป็นผู้ลงนามในใบเสนอราคา และ/ หรือให้ยื่นซองเสนอราคา จะต้องมีหนังสือมอบอำนาจโดยระบุการมอบอำนาจไว้ให้ถูกต้องและชัดเจน
- สำเนาบัตรประชาชนของผู้มีอำนาจลงนามผูกพันพร้อมลงนามรับรองสำเนาถูกต้อง (ในกรณี กรรมการผู้มีอำนาจลงนาม ในใบเสนอราคาเอง) หรือ สำเนาบัตรประชาชนของผู้มอบอำนาจ และผู้รับมอบอำนาจพร้อมลงนามรับรองสำเนาถูกต้อง (ในกรณีมีการมอบอำนาจ)
- ในกรณีที่จดทะเบียนภาษีมูลค่าเพิ่มไว้จะต้องแนบสำเนา ภพ. 20 ด้วย
หลักประกันซอง :
ในกรณีที่การจัดหาพัสดุระบุให้ต้องมีการวางหลักประกันซองเสนอราคา ผู้ค้าที่ยื่นซอง ต้องยื่นหลักประกันอย่างใดอย่างหนึ่ง ดังต่อไปนี้
- เงินสด
- หนังสือค้ำประกันของธนาคารภายในประเทศ (ตามแบบที่ ปตท. กำหนด)
- พันธบัตรรัฐบาล หรือพันธบัตรของ ปตท.
- หุ้นกู้ บริษัท ปตท. จำกัด(มหาชน)
- ทั้งนี้หลักประกันซองที่ยื่นจะต้องไม่ระบุวันที่หมดอายุ โดยหลักประกันการยื่นซองเสนอราคาดังกล่าว ปตท. จะคืนให้ผู้เสนอราคาที่ไม่ได้รับการคัดเลือก เมื่อ ปตท. ได้มีการออกใบสั่งซื้อ/จ้าง/เช่า หรือหนังสือสนองในการจัดหาพัสดุครั้งนั้นแล้ว
- สำหรับผู้เสนอราคารายที่ ปตท. คัดเลือกไว้ ปตท. จะให้ได้ต่อเมื่อได้ทำสัญญาหรือใบสั่งซื้อ/จ้าง/เช่าแล้ว หรือเมื่อผู้เสนอราคาได้พ้นจากภาระผูกพันตามเงื่อนไขที่ ปตท. กำหนดแล้ว
Bidding via E-Auction
Vendors passing technical requirements are eligible to bid via electronic system. PTT shall use the system of e-Market place service provider in offering prices. Each e-Auction price offering format will follow the conditions prescribed by PTT and the market place.
Training/Syste test with service provider
In case the terms of reference specify that the bidders meeting the technical requirements shall be trained and test the system, attendance at the training on the designated day and time is mandatory. Bidders who do not attend the training will be disqualified from offering bid via e-Auction.
Announcement of vendors meeting technical requirement
PTT will announce the names of the bidders meeting technical requirement via the e-Market place service provider company who will make a schedule for training session and system test appointment with the bidders.
Submitenvelope of reference document-the company/Technical Proposal
Date and time to submit bid is included in announcement of procurement depending on each project. Vendor must submit bid as specified only
