The GSP7 Interconnecting Pipeline (GSP7 ICP) Project
Project Background :
PTT Public Company Limited (PTT) plan to construct the GSP7 Interconnecting Pipeline (GSP7 ICP) to transmit the natural gas from the existing PTT’s Rayong Gas Separation Plants (PTTGSP) to the 7th Gas Separation Plant (GSP7) and return products from GSP7 as Sales gas, Ethane, Propane, LPG , and NGL to existing PTTGSP via six (6) pipelines. The GSP7 ICP is located in Map Ta Phut Industrial Estate, Rayong Province, Thailand, and approximately 13 kilometers length on the pipe rack. The project period is approximately 22 months from the Award of Contract Date to Ready For Start-Up Date. The estimated cost is 1,300,962,795 THB.
Project Transparency :
PTT proposed the 7th Gas Separation Plant (GSP7) project to participate in Integrity Pact (IP) during fiscal year 2021. This program is collaboration of 3 parties including Government agency (project’s owner), Bidders and the Observer who expertise in particular procurement project, independent and honest by participating and observing from the preparation of Term of Reference (TOR) until the project is complete, in order to ensure transparency of whole project. This project has been accepted by the Anti-Corruption committee in the meeting no. 3/2020 since December 8th, 2020.
Procurement Process :
The procurement of EPC Contractor for the GSP7 Interconnecting Pipeline (GSP7 ICP) project has been announced on PTT Procurement Website during March 31st to April 21st, 2020 and the Bangkok Post, English newspaper during March 31st to April 9th, 2021. Finally, there are 13 Bidders intend to purchase Bid during purchasing period.
